A Personal Seat License (also known in North America as a Permanent Seat License or PSL and in the United Kingdom as a debenture) is a one time payment that gives a sports fan the right to buy season tickets for a particular seat in a sporting venue for a pre-determined length of time.
The primary reason sporting venues offer PSLs is that the proceeds are used to help pay the debt incurred during the construction of the stadium or arena... (this can pay off $50 million debt to MTS Center)
can winnipeggers afford PSLs?
if they can't afford tickets....i know for sure they can't afford to make a one time deposit for a seat in order to get season tickets...

Sorry to revive an old thread but I just noticed the Moose do this now with their club and Priemum seats, so I say yes. The great part about this is you have first right of refusal to any event in the building.
