This would be available online, and could be purchased via Credit Card.
It could also be available to anyone on Earth who send a cheque/money order to the Winnipeg Jets NHL team.
From what I've heard, there are Jets fans all over the world. And if someone in Australia wants to plunk down $25 CDN to be in the Jets Booster Club, that's more revenue for the team!

People are always saying "Oh the Jets lost X amount of dollars when they were here."
But revenue source like this weren't around back then.

Exactly. And it's why the Jets of the 21st century can makes PILES of more money than the Jets of the 80's and 90's!
A new Winnipeg NHL team will make the owners so much money they'll be able to swim in it.
