There are many Jets fans outside of Manitoba, so I'd see a huge market for this.
Why doesn't every NHL website have this?

I cannot confirm this as fact, but I don't think you can normally order a yearbook or media guide beyond the current season. I could find out this fall for a select team or two I may have interest in such a purchase.
However, last summer I did get the Coyotes' yearbook and media guide as they are now collector's items (with information on the new logo and arena).
I do have their inaugural media guide and it does have information on the old Jets, including their franchise records in Winnipeg, the evolution of the uniform, etc.
I'm happy to own a copy of the 1995-1996 Winnipeg Jets media guide, a publication I'll never part with.

You can buy old copies of media guides and yearbooks from sports teams on eBay... but that wouldn't count as a "revenue source" for a new NHL team, since that profit wouldn't go to the team.
Previous team guides, programs, yearbooks etc., should be for sale on NHL team websites. I'm sure there's interest for it.
