This gives an average payout of 100 million per team. Of course some owners would laugh at this but I'm betting a few were thinking that would be a great way out of this disaster.

The only owners that would really like that payroll are the select few that have their franchise values under $100 million. Very possible.

The group which will also have a large Canadian financial backer will increase their deal soon to the league.
If the league says no. I could see a lot of teams saying yes and perhaps a owner cold war to go along with the owner/player cold war.
Already The leafs are in the owners doghouse.

"According to the newspaper, Bain and Game Plan said the sale would bolster the league's revenue because all the teams would work together to generate more local television, sponsorship and revenue instead of competing against one another. "
It makes too much sense for that too happen. I would hope it would happen for the sake of small markets like Edmonton to remain competive. And not be at a big disadvantage to the NYs and Torontos. If this were ever to happen then rebirth of the Jets would be in the works.
At the present cba, I preclude that all the owners are not seeing eye to eye at how the revenue sharing should be implemented. To me this another important item that should be dealt with allong with a salary cap. The owners expect the players to give but the owners don't give back for the sake of the longterm health of the game. So the idea the NHL owning all franchise is great for the league as a whole, but for this to happen it may take a longer to do than ironing a cba with the players. I would rather skip next regular season 05-06 for this to happen; and finally the sunbelt teams would disapear.
To add more money to the pool they can add a major tv network like TSN, or Global, this would greatly increase canadian content. And this way it would pay-off the NYs and Maple leafs to join the fold. The ownership should without a doubt have canadian ownership, but also this league cannot screw around with tradition like bettman has.
I do hope there will be cold war between the owners in order for this to happen.

I would rather see the NHL itself buy out all 30 franchises, but I guess they don't have the bankrole for this to happen.
I am not for other companies owning the NHL but the buisiness model proposed I do favor.
