From what I see over at TSN.ca, The owners have laid out a proposal that includes a lot. They are willing to give a higher hard cap with a 32 million soft cap (including benefits) as well as saying they'll talk about Luxury tax, revenue sharing as well as saying that if the league makes more than the percentage given of salary to revenue, the NHL will pay back. if the the salaries make more than the percentage, then the union will pay.
The owners have now showed their hand. They always knew the NHLPA would never go for a 32 million dollar cap, no union would agree to that, but 42 sounds a lot better. Which it is also the team average on salaries in the first place. The only teams affected there would be Detroit, New York and a few others.
This would also help slumping team as well.
While I like this proposal, the chances of the teams making money is huge, why would they want to move from their warm climate to the most extreme city in North America ? While I like it here, would the owner of the Florida Panthers want to trade in his sunburn for frostbite while his team is still making money? LOL ;D

florida will never make money as long as they are playing in miami. they're current owner can stay there and continue getting skin cancer. we can just buy him out.

Yes, but all these projections are based on last year's revenues (about $2.1B US). Some believe it could drop to as much as $1.5B US after the lockout. This drops the cap even lower than $42M per team - more like $32M Plus, the impacts of a lockout will be felt more in the southern US cities where they've forgotten about hockey: fewer people will go to games, they'll have to drop ticket prices, etc. Their revenues will drop more than the Canadian ones, where the fanbase is strong. So Florida's screwed no matter what

How did Florida get a team in the first place? There's so many things that just dont make sense with the Nhl.
