Here's what NHL.com is reporting as a result of the NHLPA meeting.

TORONTO - NHL Commissioner Gary Bettman today released the following statement:
"The Union presented us with a proposal today that, clearly, they worked on for a long time. We wanted to give it at least a preliminary review before making any comments.
"We will not discuss any of the specifics until we formally respond to the Union. To do otherwise would not be constructive to this process. However, I will acknowledge that one aspect of the proposal is very significant. That element is a recognition by the Union of our economic condition -- but it is a 'one-time' element.
"We have said consistently that the focus must be on the overall systemic issues and the long-term needs and health of the game. We will fully review the Union's proposal and respond next Tuesday. It is our present intention to make a counter-proposal."

it was crap, one big roll back, so what. In arbitration Chara just tripled his salary. THATS THE PROBLEM.
It'll take just a handfull of years till it all goes back to normal.
the NHLPA needs to give offer a higher luxury tax with a lower starting point if no linkage to revenue will be accepted. 20 cents per dollar over... isn't that lower then baseball... and look at MLB's problems.

....As I've touched on, and I see our ever-lovin' leader Darren has as well, the only way a Luxury Tax can work, is if it is a $1 for $1 deal over 30-35 million. If the NHLPA signs on for this, with a slight tweaking of the other major proposals, it will be a done deal, which would reflect in immediate dividends for small market clubs. The fact is, they would all be wealthy overnight.
The NHLPA would be wise to consider this, and sign on for it and I'll tell you the simple reason why. The resulting rejection by the NHL and the end to this season, will ultimately result in teams folding, loss of jobs by players, and the implementation of a hard cap due to an impasse. All the NHL really has to do to declare or file an impasse next year, is to make a meaningful proposal next week, and for it to be rejected by the NHLPA. That would not bode well for the PA, since it likely would spell the end of the Union.

I agree that this is about where the luxury tax would have to kick in and $1 for $1 (at least) is necessary. In addition to this, I think some type of individual team salary cap formula would have to also be part of the deal. Example would be: Every team must have a payroll of at least 53% of their own market revenues with a max. of say 50 mil. We would assume New York would then spend their 50mil max, plus pay the luxury tax of 20mil to be shared by smaller revenue teams which had to be used for player salaries, thus increasing their 30 mil upwards and allowing them to at least fight for free agents. It is a form or forced revenue redistribution. I tried to do some assumed projections but it was way to complicated. The individual team cap is still the important piece to the structure as it does not allow for the have and have not situation to any great degree.

The only reason Bettman told the PA that he would meet with them again on Tuesday, is because it's going to take him that long to stop laughing after looking at this proposal. What a joke.

The NHL has got the union by the balls. They have to go for the kill, and propose nothing short of a NFL style salary cap and revenue sharing system. Anything else would be bad for the NHL, not to mention the chances of the Jets returning.

Well say 40 Million, then you gotta pay. Because teams will all ahve like 30-35 forsure. let them have soem room.
Id rather see a salary cap of 40 million. 30-35 is stupid becuase, you have no wiggel room, and you wotn be able to have the same team, i dont want to have one player for 2 years then hes gone. like thats STUPID.]
Then if any teams go over 40 million, you gotta Pay ;D because we all know philly det col dallASS new york rags. will all go over this limit forsure
