Don't worry, they'll have it ready for fall 2007...
I'm pretty sure it'll be home to either an NHL or NBA team for 2008 (at the latest). (After all, that's why they're building it)

Vancouver Canucks farm team hockey, a few concerts, and the Shrine Circus.
Oh, and MAYBE the NHL... someday....
Kansas City, MISSOURI is all gung-ho for NHL hockey. They could see the lockout and a salary cap on the horizon. But Winnipeg, Canada? Nope.

I was under the impression that they were much further along than that. Nah, groundbreaking didn't commence until last June and the final design wasn't approved until mid/late August. The actual erection of the structure won't begin in earnest until around this spring.
