NHL purchases Atlanta, sells Phoenix to Winnipeg, Coyotes to Winnipeg to become Jets, Atlanta goes into Phoenix to become Coyotes.
NHL gets to keep Phoenix alive for another season while they find a buyer and get rid of the inevitable problem in Atlanta at the same time, 2 problems solved for the NHL
Phoenix still has a team for another year, maybe more and Atlanta is gone, which appears to be the real headache.

Not that farfetched, but there would have to be some kind of compelling business reason to shuffle TWO teams (Atl to Phx, Phx to Wpg) instead of just one (Atl to Wpg).
I'm unaware of any such reason, but that isn't to say that one doesn't exist.

To create a super-team in Phoenix, because then you'd have all of the great Atlanta prospects in Phoenix, and then sign all the present free agent Coyotes that don't want to move to Winnipeg and Boom! You just bought yourself a contender! Yes I jest...just as I'm sure dbp is.

I'm unaware of any such reason, but that isn't to say that one doesn't exist. NHL wont let Winnipeg deal directly with Atlanta prior to the Phoenix issue being settled. No guarantee the Phoenix issue will be settled in time for the upcoming season, the NHL wants Phoenix in the league more so than Atlanta. The Phoenix issue could cost anything getting done in Atlanta before next season, its a double loss for the league. Shift the Franchises and you have only 1 problem, which apparently isnt a problem, the NHL is still in Phoenix looking for a buyer in marker which they so desperately want to stay in. I dont know, just thinking abstractly here, so sue me people!

One advantage for the league with this arrangement is the league would sell the Coyotes for 200MM to TNSE (plus relocation fee?), then buy Atlanta for 130. they cut their losses in half at TNSE's expense.
