Had the Jets moved to Minnesota, their original destination, would Phoenix have ever gotten an NHL franchise?

Watch (if you can bear it) Scott Oake's commentary on where the Jets might end up. Minnesota, Phoenix, Atlanta. They are all places that got franchises in the future.

Maybe Hartford would have moved there instead of Carolina? Pretty sure the NHL was dying to get into PHX, alot moreso than to Raleigh, NC.
