The only thing preventing Halifax, Moncton and Quebec City from having football teams are Halifax, Moncton and Quebec City themselves.
You build a stadium, you get a team, simple as that. I'm pretty sure that even a basic, stripped-down 25,000 seat facility would get you a franchise. And people can say what they want about the CFL, but it is a big deal in the Canadian context and teams get their communities a lot of positive exposure. (It gets smaller cities like Regina and Hamilton loads of publicity that they would never otherwise get.)
I, for one, find it strange that a city like Halifax wouldn't get its Go Jets Go together and build a stadium. It's a basic amenity for a city of that size.

There's a lot of people over here in Nova Scotia whining about the feasability of it... personally I think they should just build it, there's a fair amount of possible tenants/events for it already, like a CFL expansion, university sports, as there are like 4 universities down there, and concerts. I say, JUST GIT 'ER DONE!!

I posted this in another thread a long time ago. But if it were up to me I would have a 12 team league.
Alot of people say to put teams in Victoria, Saskatoon, Kelowna, Red Deer and Moncton but I'm sorry, those markets are either too small (Kelowna, Red Deer and Moncton) and/or are already in saturated markets (Saskatoon and Red Deer).
The league already gets laughed at by others in Canada and abroad for being a "bush league" and putting teams in towns of 70,000-100,000 isn't going to do them any favors.
Here is how my CFL would look:
Dominion Conference: BC Calgary Edmonton Saskatchewan Winnipeg Hamilton
Canadian Conference: Toronto Southern Ontario (Windsor? London?) * Ottawa Montreal Quebec City Atlantic (Halifax)
Either have only the top 4 seeds qualify for the post season.
Or to make the regualr season more meaningful, and to prevent losing teams from advancing to the playoffs, only the top 2 teams qualify for the post season. Although that will make for a much too brief playoff.

I would still like the top 6 seeds to qualify but the lineup looks good.

I don't think Moncton is bushleague by any means. It should come down to them or Halifax to build a stadium to represent the Maritimes, and quite frankly I just can't see where the investment will come from in Halifax, beautiful city, but not a lot of corporate dollars are in Halifax, tourist dollars, and univesity students, yes.
I'm apprehensive about going back to Ottawa a 3rd time. Just not enough fans. Quebec City should have a team, but they are going to spend all their money on an arena, so no stadium is forthcoming.
Thus the easy solution is:
West B.C Calgary Edmonton Saskatchewan Winnipeg
East Toronto Hamilton Ottawa Montreal Moncton
4 teams from each conference make the playoffs, no crossover. The extra teams mean that teams can profit from 2 playoff home games (giving the organisation incentive to win during the season), and the conferences would be at last balanced.
