With the non compete clause that TNSE has with different levels of government, it forbids any further government funding towards an enclosed sporting facility in the city of Winnipeg of more than 5000 seats...meaning if we want a domed stadium we need to have it out side the city of Winnipeg.
Soooo would you be ok with having a location in Headingley (as an example) for the stadium if it meant it would be an enclosed stadium.

Could TNSE stop someone in the private sector from putting a roof on a government funded open-air stadium in Winnipeg a few years after it's built?
i.e., perhaps the stadium could be built more smartly than MTSC, such that it could be expanded or even have a roof added at a later date.

I say stick with the location, get a retractable roof like BC Place (maybe not as "spectacular") and try to get TNSE on board. The location has potential, especially when the land is just given to you...
