In my hometown, there is a 60K seat stadium that is sold out every game. They had a no entry policy. There is no beer or drinks sold inside the stadium. People tailgate and party in the parking lot before the game which is allowed. Then one game, some young crowds got into a fight and one guy got his gun and killed 2 people. The question was what to do. They did not allowed re-entry before but they started to allow it. It kept people from getting so drunk before the game to last them the entire game and then doing stupid things. They now could drink reasonably and then at halftime, go for a beer or two, talk about the game and go back. What a difference it made.
Now, with beer being served in most professional games, maybe re-entry is not needed, but it was the smartest alcohol policy I have seen in years to change a policy that seemed to be against the problem they were trying to solve.
