No it's not that one. The one with the Football Stadium is pretty much a joke. The ones running it claims they found investors since 4 years and the project has never went further than drawings. We barely ever heard about talk with the government or something. The site even came close to shut down last fall because the owner abandonned it and forgot to renew the domain name. The forums are abandonned since 2 years, no more member registrations are allowed, so like 4 or 5 users are around anymore.

Unfortunately, since the arena project is financed by the population having to buy $1500 through $5000 seat licenses (and $25000 luxury boxes licenses) to get priority on ticket sales when a show occurs, I am unsure if it will work, because right now everyone's worry is about the economy. If this one also sells out despite all the Habs haters in Quebec city area, maybe this could attract investors.
That said, Since a lot of franchises are alerady in trouble and will be in even deeper trouble next season, by the time Quebec arena construction becomes official (if it ever does), Winnipeg will most likely alerady have got his team. When you see baseball teams that used to pull over 40K fans a game now draw under 15K almost every game and it's USA national pasttime, imagine what it will be with the least popular major league sport in the States.
EDIT: Ok, from the news, the MTL vs Boston exhibition game in Quebec city sold out 25 minutes but about 4000 of the tickets were in presale beforehand and when i checked 5 hours after the others went for sale there still seemed to be a couple of tickets avaliable in the lower bowl every now and then, so I assume they were still not fully sold out at that point but pretty close.
